Judd Whaley is a serial killer who appeared in The Round File. He is played by Jim Ortlieb.
Judd was the manager of the Summerview Senior Living Center who ran the day to day operations. After one of his Medicaid residents died of natural causes, he received a $2500 bonus for having an occupancy rate of under three percent. After this he booked the room to a paying client and realized how much more money he could earn if he killed the patients in the fourth week of every month and waited until the month was over he could earn more money through bonus and getting rid of his Medicaid patients.
He killed several residents using cyanide and everything was going well until a resident named Donald Baxter started to get suspicious. He had the local doctor prescribe Haldol in order to keep him silent. Unfortunately when he poisoned his seventh victim, Bernard Kaplan, Donald tried to get him help but failed. After this Major Crime arrived at Summerview to search Bernard and Donald's rooms and they revealed Donald was a suspect in his murder, to which he tried to take advantage of and frame him and kicking him out of Summerview. He was later brought in where he was tricked into confessing to the murders and was sent away for life.
He targeted residents of his resting home who were on Medicaid, no longer had any visitors and were loners. He would poison them with arsenic and let them die. He would then let the doctor declare it another natural death, prepare the room for paying clients and collect his bonus. He would kill his victims near the end of the month to ensure that the next guest would have time to pay for their stay.
